Detained Milford teen’s parents ordered to wear ankle monitors

The parents of the Milford teen briefly detained by a U.S. Immigration and Customs Enforcement officers last week were ordered to wear ankle monitors as they await the next check-in on their pending asylum case. 

Last Friday, an ICE officer reportedly tackled 16-year-old Gustavo Enrique De Oliveira, threatened to shoot him, and detained him for about an hour.

His lawyers said ICE ordered the Milford High School student to report to its Burlington office, where officials later released him on Monday.

ICE also ordered Gustavo’s parents to come in for a check-in. 

According to lawyers at the Mabel Center, which provides the family with pro bono legal support, Gustavo’s parents checked in at the ICE Field Office in Burlington on Tuesday.

However, agents told his parents to report to Framingham’s Intensive Supervision Appearance Program facility. ICE contracts with ISAP as a third-party administrator. 

Officials fitted both parents with ankle monitors and told them to report back to ISAP in person for their next check-in. 

“This restraint on liberty has not been ordered by a court,” wrote Alexandra Peredo Carroll, the director of legal education and advocacy at the Mabel Center, in an email. “Nothing in this family’s profile would explain why they would be considered flight risks, given that they are awaiting a decision on their asylum case.”

The detainment of the underage teen has riled the Milford community, which has come out in support of the family and other immigrants in the community. 

Gustavo was the second teenager in the town to be detained by ICE this year. Earlier in the summer, Marcelo Gomes da Silva, 18, was detained on his way to volleyball practice. A judge later released him on bond. 

This most recent incident is part of ICE’s new operation “Patriot 2.0,” which follows May’s crackdown, where ICE detained nearly 1,500 immigrants in the state.
