Massport releases its 10-year strategic plan, asks for public input

The Massachusetts Port Authority (Massport) released a draft of its 10-year strategic plan and now seeks the community’s input.

The 2025 Massport Strategic Plan includes strategies for upgrades and growth at Logan Airport, Worcester Regional Airport, Hanscom Field, the Port of Boston, and its real estate portfolio. It was completed through research, data analysis, and conversations with internal and external stakeholders.

The next step is for the community to weigh in by March before officials act on the multi-phase plan this summer, according to Massport.

At Logan Airport, the plan calls for a major renovation or replacement of the Air Traffic Control Tower, modernizing terminals, and improving high-occupancy vehicle and transit options with innovative ideas like remote terminals.

Over at Worcester Regional Airport, strategies include new partnerships, expansion of commercial passenger service, and growth of cargo or logistics operations.

At Hanscom Field in Bedford, research partnerships and support services should be sought, as well as the development and adoption of sustainable aviation fuel (SAF).

The strategic plan calls for improving customer experience and service, enhancing ground transport access and curbside flow, and collaborating with cruise lines to develop core cruise business.

At Conley Terminal, the only full-service container terminal in New England, the goal is to reach 200,000 containers by 2035. Strategies there include developing a roadmap for crane and wharf upgrades as well as retaining and further monetizing customer relationships.

Massport’s real estate portfolio, which includes waterfront development, maritime industrial uses, and commercial activity, aims to generate about $100 million in recurring annual revenue by 2035 by attracting Blue Economy companies, prioritizing land acquisitions and infrastructure investments, and funding long-term creative activities.

“Massport has not undertaken a strategic planning effort in a decade,” wrote Rich Davey, Massport CEO, in a statement. “As a central engine of economic activity, we need to plan for the future and respond to growing demand while setting the highest standards for safety, sustainability and community partnership. Guided by this vision, we will be transforming aging infrastructure, leveraging emerging technologies and delivering innovative customer-focused experiences and lasting benefits to our communities and the region. We welcome the public’s feedback as we work to achieve these goals.”

Community members can submit input during a public comment period open through March 6.

A virtual presentation of the plan will take place on Feb. 5 and those interested can register to attend here.

Massport’s last strategic plan was completed in 2014 and included expanding Logan Airport’s parking and adding additional international gates, transforming Conley Container Terminal into a “big-ship-ready” facility, completing Piers Park II in East Boston, and more.
